People experience services together, even when organisations deliver them separately. Learning to use a digital device may help someone access a local service. Understanding Parliament may help a community group communicate its experience of a public issue.

From a theme to a programme
A useful programme description needs more than a theme. It needs to explain who it serves, what support is available, how decisions are made and how people can raise concerns. It also needs a clear distinction between an activity and its intended benefit.
Questions that help define a programme include:
- who encounters the barrier and what they say would help
- which existing services already address the need
- how people can access the support in practice
- what evidence will show whether the support is useful
